Understanding the Impacts of H.R. 1: A Primer for Health Care and Homelessness Funders
H.R. 1 is expected to have significant implications for funders and organizations working in the health care and homelessness space. The bill reshapes several key provisions that constrain state Medicaid financing and eligibility and scale back subsidies for certain populations. These regulations will create particular challenges for people experiencing homelessness, who often face barriers to receiving mail, maintaining documentation, accessing technology, and responding quickly to eligibility notices. Given the high rates of complex health and social needs in this population, Medicaid coverage is vital for continued access to health care, behavioral health services, substance use treatment, and housing-related services.
In this session co-hosted by the Stay Covered Coalition, SCG’s Health Funders Group, Funders Together for Housing Justice - Los Angeles, and Philanthropy California we will unpack the complex timelines of HR-1 regulations and implications for affected populations, explore how organizations are preparing to mitigate the impacts, and discuss how philanthropy can support grantees through these transitions. Attendees will get a sneak peek of the Stay Covered Coalition HR-1 playbook as well as hear from grantee partners working on the ground to support people in maintaining Medicaid coverage. Foundation leaders will share how philanthropy can leverage its resources to encourage education and alignment across health care, housing, homelessness, and government systems, as well as advance policy and operational practices to strengthen access to care.
